Guide on Monitoring, Reporting, and Learning for Local Open Government Partnership

The processes of the Open Government Partnership (OGP) are based on the principles of transparency, public participation, and accountability. The effective implementation of these principles requires not only the formation of ambitious commitments but also continuous monitoring, evaluation, and the introduction of learning mechanisms for their implementation. It is for this purpose that this guide has been developed, presenting the key approaches, functions, and evaluation methodology for the activities of monitoring bodies in OGP Local processes.

The guide is based on international standards and practical approaches developed by the OGP’s Independent Reporting Mechanism (IRM), adapted to the local context and the experience of implementing OGP processes in Armenia.

It is intended for local self-government bodies, civil society organizations, monitoring specialists, and other stakeholders involved in the OGP process, serving as a practical handbook to ensure effective participation in co-creation, commitment implementation, and result evaluation processes.
