Unlocking Progress: Reflecting on the Vanadzor and Gyumri OGP Action Plan

The main objective is to expand and strengthen civil society engagement and foster multi-stakeholder partnerships for tackling relevant open government reforms in local levels.

The Specific Objectives are:

  1. Monitor and Evaluate the Implementation of OGP Local Action Plan Commitments: Conduct end-of-commitment assessments and a Final Learning Exercise for the Vanadzor and Gyumri communities, following OGP Local Handbook Monitoring guidelines, to evaluate the effectiveness, progress, and impact of the commitments. This will ensure accountability and identify key lessons learned for future action plan cycles.
  2. Support the Co-Creation of the Next Action Plan Cycle for Vanadzor community: Engage diverse stakeholders, including civil society, private sector, media, and youth groups, in the development of the next OGP Local Action Plan for Vanadzor, ensuring inclusive participation and the integration of new actors to enhance the sustainability and impact of the reform process.
  3. Develop Scalable Monitoring Approaches: Design and implement scalable monitoring and oversight mechanisms that can be adapted across multiple action plan cycles not only in Vanadzor but also in other local OGP partners, ensuring that future cycles benefit from continuous learning and the successful integration of diverse community inputs.

“Unlocking Progress: Reflecting on the Vanadzor and Gyumri OGP Action Plan” is implemented by the NGO Center Civil Society Development NGO with the support of the Open Government Partnership (OGP) and with funding from the European Union.
