The primary objective of this advocacy action is to, by the end of the project, facilitate the finalisation, broad validation, and official submission of key reforms to the legal and regulatory framework that will enhance the financial sustainability and operational environment for CSOs in Armenia. This will be achieved by convening at least five multi-stakeholder consensus-building meetings, engaging CSOs, government bodies, legal experts, and private sector actors. These discussions will aim to ensure that the proposed reforms are aligned with international standards and best practices, and that they address critical legal gaps in areas such as public benefit status, tax incentives, and transparency requirements.
The Project will focus on incorporating recommendations from the CSO Meter to address broader issues hindering CSOs’ access to private funding and long-term resilience. The process will also seek formal endorsement or political commitment from at least three key government bodies to prioritise the adoption of these reforms and ensure that they are reflected in the legislative agenda, culminating in their successful parliamentary review and passage.
This project implimenting within the framework of the Action “CSO Meter: Empowered for Action“, funded by the European Union. The Project is implemented by the European Center for Not-for-Profit Law Stichting (ECNL) and its partners: Transparency International Anticorruption Center in Armenia; Promo-LEX Association in Moldova; and ISAR Ednannia in Ukraine.
