“NGO Center” Non-Governmental Organization is implementing the project “Budget Analysis in the Social Sector” within the framework of a sub-grant provided by the “Budgets for Citizens” programme implemented with the financial support of the European Union by the Armenian Lawyers’ Association, in cooperation with partners “Economic Development and Research Center” (EDRC) NGO and “Agora Central Europe” NGO (Czech Republic).
The main objective of the project is to promote the development of inclusive and transparent budget processes in Armenia, especially in the sector of social assistance. The project aims to increase the level of transparency, accountability, and public participation in budget policies supporting the integration and reintegration processes of forcibly displaced persons from Nagorno-Karabakh, as the primary target group. The project is expected to have a significant positive impact on the quality of life of target groups – refugees, displaced persons, forced repatriates, and long-term migrants – as well as on the transparency, effectiveness, and inclusiveness of budget policy in the social assistance sector.

Within the framework of programs in the social protection sector aimed at supporting forcibly displaced persons, a comprehensive analysis is being carried out, assessing the content, scope, and effectiveness of the existing programs. A number of official documents have been studied for this purpose, in particular the Law of the Republic of Armenia on the Budgetary System published by the RA Ministry of Finance, the annual state budget reports and the budget explanatory note of the Government.
