‘‘NGO Center’’ civil society development NGO within the framework of CIVICUS has conducted a survey on the enabling environment of civil society in Armenia.   The survey is based on the methodology developed by “CIVICUS: World Alliance for Citizen Participation” and “The International Center for Not-for Profit Law” (ICNL) organizations. It particularly involves monitoring implementation concerning the fundamental liberties, accessible  information  (16.10) and  civic society productive cooperation  (17.17) of Sustainable Development Goals.   The survey aims at assessing how conductive are the national conditions for civil society organizations (CSOs) to exist, function and act. In April 2018 with the -support of '‘Communities Finance Officers Association’’ NGO  the ‘‘NGO Center’’ has conducted a   public opinion survey on  Administrative division reforms (hereinafter communities' consolidation) in Spitak region of the Republic of Armenia.   The aim of the survey  was to discuss the  possible optimal  ways of communities’ consolidation with the community heads  and inhabitants  from 21 communities of Spitak to reveal local authorities' and inhabitants' basic expectations and concerns regarding the communities' consolidation process.   more...
Since March 2018‘‘NGO Center’’ Civil Society Development NGO is implementing ‘‘Aware and responsible community’’ project The program was developed based on the research done by NGO Center within the framework of ‘‘Be aware and protect your life’’ project implemented in 2017.. The goal of the project is : To promote the improvement of habitat/environmentin such affected enlarged communities, as Alaverdi, Haghpat, Aqori, Odzun, Hagvi, Akhtala and Shamlugh by contributing to environmental education and targeted projects. The issues of theproject: To develop public and community-based organizations’ program implementation capabilities concerning ecological education in seven target residences. To raise target communities’ citizens and decision-makers’ awareness of environmental issues and their solution. To increase environmental programs’ productivity being implemented by self-governing bodies in affected communities. ‘‘NGO Center’’ civil society development NGO is carrying out a project called "Community monitors" ("Strengthening Government and Civil Society Cooperation in Open Government Partnership to Improve Public Services") led by ‘‘Armavir Development Center’’ and ‘‘Integrity Action’’ NGOs, in association with ‘‘Martuni Women’s Community Council’’ NGO, ‘‘Goris Press Club’’ and ‘‘The Institute of Regional Investigation of Socio-economic Policy’’ funded by the Asian Development Bank.   The objectives of the project are:   Monitoring of local schools' repairs/reconstruction works by community-based monitors to ensure efficient construction, to increase seismic resistance level and its compliance with the contractual requirements and community needs. Improving the responsibility of public service providers at the local level by involving representatives of local communities and key state institutions in joint, cooperative forums and working groups for continuous and systematic assessment of  service delivery and poverty reduction policies.     The project aims:   To create a community-based monitors group on a voluntary basis to follow the construction works in 20 schools of Armenia securing their compliance with the contract requirements and community needs. "NGO Center" Civil Society Development Organization jointly with "Araza" benevolent NGO is implementing the “Collaborative Governance Model of Policy making in Armenia” project, which is implementing in the scope of Strong Civil Society Organizations for Stronger Armenia project and is funded by EU.   Aim of the project։ To Support democratic governance through enhanced civic participation in decision making processes․   Specific Objective 1: Promotion of CSO participation mechanisms institutionalized within executive branch of government.       "NGO Center" CSD NGO is implementing the “Civic Control” project in the framework of the small grant "Promoting Transparency and Accountability through Advanced Civil Society Participation" project implemented by Transparency International. Project goal: Promote the effective management of community resources through participatory monitoring of community lands, property alienation and lease processes.   Objectives: to support to the formation of monitoring groups in 6 communities of Lori, Tavush and Shirak regions, to support to the participatory monitoring of community lands, property alienation and lease processes in 6 communities of Lori, Tavush, Shirak regions, to raise the level of awareness of the stakeholders on the monitoring results.     Results: the skilled monitoring groups with 30 members are formed in 6 communities of Lori, Tavush, Shirak regions, the effective and comprehensive tool of community land and property management for participatory monitoring is available, The existing violations in the field of community resource management are revealed, A comprehensive report on community land and property management processes is available, Interested parties/public is aware of the issues and omissions in the field, Action plan for overcoming the issues is developed. more...
Since 2011 NGO Center in partership with Eurasia Partnership Foundation and in cooperation with Internews Network (USA) is implementing "Alternative Resources in Media" project. The goal of the project is to enhance and improve access to pluralistic and unbiased information in Armenia via traditional and alternative media through the use of new information technologies. The program is made possible by the support of the American People through the United States Agency for International Development (USAID). ARM program seeks to increase alternative sources of diverse news and information through an integrated program that builds civic demand for alternative content, supports its production and dissemination and enhances public advocacy on media freedom.   In order to achieve the goal, Vanadzor InfoTun will implement the following sequence of activities;   Activity 1: Capacity building of the Center NGO Center will create Vanadzor InfoTun in Vanadzor with necessary functioning equipment and will also bulid the capacity of 3 sattelite centers throughout Lori region and 3 centers in Tavush region.    Activity 2: Citizen Journalism trainings The block of activities implies organization of training courses and practical workshops on blogging and new media for the constituence of Vanadzor and satellite communities. Youth Bank is guided by young people. The role of the adults is to support young people. 2. Youth Bank is open to all young people. 3. Youth Bank enables young people to learn about each other's life, culture, and to respect differences. 4. Youth Banks should act on the principle of being accountable, transparent, and open; moreover they should be based on a solid system.  5. Youth banks should communicate a clear and simple language, avoiding jargon.  6. Youth Bank activities, including trainings, should support young people in the acquisition of new knowledge, experience, and skills. 7. Youth banks should learn from their own experience, from time to time assessing their activities and making appropriate changes.  8. In 2012 “NGO Center” launched “LGB Training Center”. It represents a technically well-equipped training room which has already hosted 11 community heads, staff nang city/village council members, in total 200 people. The latter participated in 13 capacity building sessions with various themes.   The center does not only possess a comfortable training area but also more than 20 specialized and qualified trainers from Tavush, Lori and Shirak regions, a group of experts and training modules developed for 7-day sessions with 11 themes.   The training modules have been developed by “Urban Institute”. Those include: - LGB legislation - Leadership - Strategic Planning - Public Budgeting - Property Management - Procurement Process Management - Collaboration and Partnership - Public Relations and Work with Media - Participatory Governance - Public Service Provision and Implementation/Performance Management - Computer Skills   NGO Center’s trainers tested all the above mentioned modules in the communities and those earned approvals to be used further.   LGB Center has provided trainings to Lori region- Vanadzor, Alaverdi, Akhtala, Debet, Dsegh, Tsater, Tavush region- Ijevan, Dilijan, Aygehovit, Gandzaqar, Koti, Shirak region- Maralik, Akhuryan, Haykadzor.
